This Subscriber Agreement ("Agreement") is a legal contract between Extensia Civic, LLC d/b/a CivicForce ("CivicForce," "we," or "us") and the person or entity that accesses or uses the Services ("Subscriber" or "you"). By creating an account, clicking "I Agree," or using the Services, you accept this Agreement on behalf of yourself and, if applicable, your organization. If you do not agree, do not use the Services.
You agree to transact with us electronically. Clicking "I Agree," checking a box, or using the Services constitutes your electronic signature and agreement to this Agreement and any policies referenced herein. You consent to receive notices and records electronically.
Where you provide a phone number and explicitly opt in via a designated unchecked checkbox, you consent to receive SMS messages from CivicForce and/or the subscriber organizations using our platform. SMS consent is never required to use the Services or submit any form. By opting in you agree that:
Text messaging originator opt-in data and consent will not be shared with any third party for marketing or any other purpose, except as strictly necessary to deliver carrier infrastructure for SMS message routing.
"Subscriber" means any individual or legal entity that enters into an agreement with CivicForce for use of its platform, whether on a paid or trial basis, identified as the account holder in CivicForce's records.
"Constituent" means an individual who engages with a Subscriber organization through the Services — including donors, volunteers, event attendees, or any person whose information is managed through the platform.
"Services" means CivicForce's constituent data management platform, outreach tools, data enrichment features, and all related software, APIs, and services.
"Authorized User" means any individual designated by the Subscriber to access and use the Services on the Subscriber's behalf.
To use the Services you must be, and represent that you are, 18 years of age or older and legally authorized to enter into this Agreement. If CivicForce has previously prohibited you from accessing the Services, you are not permitted to access or use the Services.
CivicForce is currently in final pre-launch development. The platform is functional and operational for authorized early access participants, but has not yet launched to the general public. Our public launch is scheduled for August 14, 2026. Features and terms described herein may be updated prior to or at general availability.
Early access participants access the platform on a pre-production basis. CivicForce makes no guarantees regarding feature completeness or uptime during the pre-launch period. Section 14 (Warranties & Disclaimers) applies in full during pre-launch access.
Data specific to a Subscriber's use of the platform — including constituent records managed by that organization — is processed by CivicForce on behalf of the Subscriber. The Subscriber is the primary Data Controller for this data layer. Subscribers may export their constituent data at any time.
Where Subscribers use CivicForce's data enrichment features, constituent records may be supplemented with attributes sourced from third-party data providers under contract with CivicForce. Enriched attributes are provided to Subscribers subject to applicable data provider license terms. Subscribers may not sub-license, resell, or redistribute enriched data outside the platform without prior written approval.
CivicForce retains the right to de-identify and aggregate platform data for analytics, benchmarking, and service improvement. De-identified and aggregated data does not identify individual Subscribers or Constituents and is not subject to deletion or portability obligations.
The rights and obligations described in Sections 5.1–5.3 may be updated periodically as our legal and compliance review continues. We will notify Subscribers of any material changes.
CCPA/CPRA. To the extent CivicForce processes personal information of California residents, CivicForce complies with applicable California privacy law. CivicForce does not sell constituent personal information. Subscribers acknowledge their independent obligations as a Business or Service Provider under applicable California privacy law with respect to the personal information of their Constituents.
TCPA. Subscribers using CivicForce's outreach features — including SMS campaigns, phone banking, and voice broadcast — are responsible for ensuring their own TCPA compliance, including obtaining required prior express written consent from Constituents before initiating automated or prerecorded calls or text messages. CivicForce provides platform infrastructure; it is not the "initiator" or "sender" of messages on behalf of Subscribers for TCPA purposes.
State Privacy Laws. Subscribers are responsible for determining whether additional state privacy laws apply to their use of the Services and ensuring their own compliance.
COPPA. Subscribers shall not submit personal information of children under 13 to the Services without verifiable parental consent.
The compliance obligations described in this Section may be updated periodically as our legal and compliance review continues. We will notify Subscribers of any material changes.
You agree to provide accurate, complete, and current registration information and to maintain the confidentiality and security of your credentials. You are fully responsible for all activities that occur under your account. Notify us at support@civicforce.io if you become aware of any unauthorized use of your account.
The Services are owned and operated by Extensia Civic, LLC and protected by applicable intellectual property laws. CivicForce's platform software, data models, algorithms, and proprietary capabilities are confidential and proprietary. Subscribers shall not reverse engineer, decompile, or attempt to derive the source code or architecture of any CivicForce service.
Subject to your compliance with these Terms, CivicForce grants you a limited, non-exclusive, non-sublicensable, non-transferable, and revocable right to access and use the Services solely for your organization's internal civic engagement and constituent management purposes.
CivicForce provides SMS messaging infrastructure to subscriber organizations for civic outreach, constituent communications, and campaign coordination. The following terms govern all SMS communications facilitated through the platform:
CivicForce and its subscriber organizations will only send SMS messages to Constituents who have explicitly opted in through a designated unchecked checkbox or equivalent affirmative consent mechanism. Opt-in is never a condition of donating, registering, or using any service.
Message frequency varies by campaign and organization. Subscribers must disclose expected message frequency at the point of opt-in. Constituents will not receive messages beyond the disclosed frequency without a separate opt-in.
Message and data rates may apply depending on your mobile carrier and plan. CivicForce is not responsible for carrier charges.
Reply STOP to any message to unsubscribe immediately. You will receive one confirmatory message and no further messages from that sender. You may re-subscribe at any time by opting in again.

Mobile opt-in data and consent records collected through the platform will not be shared with any third party for marketing purposes. Text messaging originator opt-in data and consent is excluded from all third-party sharing.
CivicForce's SMS infrastructure is provided for civic, educational, and community engagement purposes. Subscribers may not use the platform's messaging features for partisan campaign communications, candidate advocacy, or PAC solicitations.
You will not use the Services to:
CivicForce aims to provide the Services with minimal interruptions but does not guarantee continuous availability. During the pre-launch period (prior to August 14, 2026), the platform is provided on a best-effort basis. CivicForce is not liable for any downtime or loss of data resulting from maintenance, upgrades, or events beyond our reasonable control.
Platform fees and per-record data access fees may apply based on your subscription tier. Fees will be communicated in your subscriber agreement or order form. CivicForce may change fees upon at least 30 days' prior written notice. Continued use after the effective date of any fee change constitutes acceptance of the updated fees.
We may update this Agreement from time to time by posting the updated version at this URL. Updates are effective upon posting. Your continued use of the Services after any update constitutes acceptance of the updated Agreement. The URL for this document — civicforce.io/terms-and-conditions — is permanent and will not change.
THE SERVICES ARE PROVIDED "AS IS" WITHOUT WARRANTY OF ANY KIND, EITHER EXPRESSED OR IMPLIED, INCLUDING BUT NOT LIMITED TO ANY IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT.
In no event shall CivicForce or Extensia Civic, LLC be liable for any indirect, special, incidental, consequential, or punitive damages arising out of or in connection with the Services. CivicForce's aggregate liability will not exceed the greater of: (a) the total fees paid by Subscriber in the twelve months preceding the claim; or (b) five hundred U.S. dollars ($500).
You agree to indemnify, defend, and hold harmless CivicForce, Extensia Civic, LLC, and their officers, directors, employees, and agents from and against all claims, losses, liabilities, expenses, and costs (including attorneys' fees) arising from: (a) your use of the Services; (b) your violation of this Agreement; (c) your violation of any law or third-party rights; or (d) any TCPA or other messaging compliance claim arising from your use of the platform's outreach features.
CivicForce may suspend or terminate your account immediately if you violate this Agreement, your activities create risk for us or other users, or if required by law. Upon termination, Subscriber's access to subscriber-scoped data will cease and CivicForce will make such data available for export for thirty (30) days, after which it may be deleted. Aggregated and de-identified data is retained per Section 5.3.
You and CivicForce agree that any dispute arising out of or relating to this Agreement or the Services shall be resolved by binding arbitration administered by JAMS under applicable JAMS rules, rather than in court — except for claims that may be brought in small claims court. Each party may bring claims only in its individual capacity and not as a plaintiff or class member in any class action proceeding.
You may opt out of arbitration by sending written notice to legal@civicforce.io with the subject line "ARBITRATION OPT-OUT" within thirty (30) days of your first use of the Services.
These Terms are governed by the laws of the State of Georgia, without regard to its conflicts of law principles. Except for claims subject to mandatory arbitration, disputes shall be resolved in the state or federal courts of Fulton County, Georgia.
Entire Agreement. This Agreement and incorporated policies constitute the entire agreement between you and CivicForce regarding the Services.
Assignment. CivicForce may assign this Agreement without your consent. You may not assign this Agreement without CivicForce's prior written consent.

This Privacy Policy ("Policy") describes and governs the information collection, use, and sharing practices of Extensia Civic, LLC d/b/a CivicForce ("CivicForce," "we," "us," and "our") with respect to your use of CivicForce websites, platform, tools, and related services. By using any part of the Services, you consent to the collection, use, and disclosure of your information as outlined in this Policy. If you do not agree to this Policy, please do not use the Services.
We may collect information from you when you register for an account, submit a form, request early access, participate in programs, or communicate with us. This may include your name, email address, phone number, organization name, mailing address, and role.
When you interact with the Services, we automatically collect certain information about your device and activity, including IP addresses, device identifiers, browser type, operating system, pages viewed, and similar usage data. We use cookies and similar technologies for functionality, security, and analytics. You may disable cookies through your browser settings, though some features may be affected.
We may receive information about your organization from publicly available sources or from data providers under contract with CivicForce, and combine it with information we collect directly. Constituent records in the platform may be enriched with third-party attribute data — see Section 4 (Data Enrichment).
We use the information we collect to:
Aggregated and De-Identified Data. We may de-identify and aggregate data collected through the Services. De-identified and aggregated data may be used for research, analytics, and platform improvement. Such data is not subject to deletion, portability, or restriction obligations.
When you opt in to receive SMS messages from CivicForce or a CivicForce subscriber organization, we collect your phone number and consent solely for civic outreach and constituent communication purposes related to the platform's services.
We do not share, sell, rent, or disclose your phone number or SMS opt-in consent with third parties for marketing or any other purposes. Text messaging originator opt-in data and consent will not be shared with any third party under any circumstances, except as strictly necessary to route messages through carrier infrastructure — and only with your prior consent to such routing.
Where sharing your mobile phone number with a third-party carrier or infrastructure provider is operationally necessary to deliver SMS messages to you, we collect your formal consent before doing so.
SMS opt-in is collected via an unchecked checkbox at the point of form submission or account registration. The checkbox clearly identifies the message type and expected frequency. Checking the box is optional — you can submit any CivicForce form or complete any action without opting in to SMS.
You may opt out at any time by replying STOP to any message. You will receive one confirmatory message and no further messages from that sender. For assistance, reply HELP or contact support@civicforce.io.
Message frequency varies based on your engagement and the sending organization's campaign schedule. Message and data rates may apply depending on your mobile carrier and plan.
CivicForce's platform allows subscriber organizations to enrich their constituent records with demographic, contact, and civic attributes sourced from third-party data providers under contract with CivicForce (currently including Data Axle and, when available, L2 Political). Enriched attributes supplement data already held by the Subscriber and are provided in accordance with applicable data provider license terms.
Enriched attributes are used solely within the CivicForce platform on behalf of the Subscriber. Enriched data is not sold, licensed, or distributed to third parties outside the platform.
CivicForce's data enrichment architecture uses tokenized, anonymized identifiers where technically feasible, to minimize exposure of raw personally identifiable information across system boundaries.
Data enrichment features and available attribute bundles may vary by jurisdiction and subscriber type. This section may be updated periodically as our legal and compliance review continues.
Subscriber-Scoped Data. Data specific to a particular subscriber organization's use of CivicForce is controlled by that organization as the primary Data Controller. CivicForce processes this data on their behalf. If a Subscriber terminates its agreement with CivicForce, this data is made available for export for thirty (30) days and may then be deleted.
Platform Operational Data. Platform metadata, usage analytics, and aggregated performance data are controlled by CivicForce as necessary to operate and improve the Services.
Aggregated Data. De-identified and aggregated data derived from platform activity is retained by CivicForce and not subject to deletion or portability obligations.
The data layer structure and associated rights described in this Section may be updated periodically as our legal and compliance review continues. We will notify Subscribers of any material changes.

CivicForce implements administrative, technical, and physical security measures to protect against the loss, misuse, and alteration of your information. Our platform infrastructure uses AWS KMS encryption, multi-table data fragmentation, and access controls consistent with industry standards for civic data platforms. No method of electronic storage or transmission is 100% secure.
Breach Notification. In the event of a data security breach reasonably likely to result in risk to affected individuals, CivicForce will notify affected Subscribers and, where required by applicable law, affected Constituents, without undue delay and where feasible within 72 hours of becoming aware of the breach.

We may disclose your information under the following circumstances. Text messaging originator opt-in data and consent is strictly excluded from all sharing and will never be shared with any third party under any circumstances.
Consent. We may disclose your information to third parties based on your consent or request.
Service Providers. We may share your information with third parties who perform services on our behalf, including cloud infrastructure, data storage, analytics, and legal services. Such providers are contractually bound to protect your information.
Legal Compliance. We may access, preserve, and disclose your information where required by law or in a good faith belief that doing so is reasonably necessary to comply with legal process or to protect the rights, property, or safety of CivicForce, its users, and the public.
Business Transfers. In connection with a merger, acquisition, or sale of assets, user information may be among the transferred assets, subject to the protections in this Policy.
We do not sell personal information. See Section 9.
CivicForce does not sell personal information as defined under the California Consumer Privacy Act (CCPA) and California Privacy Rights Act (CPRA). CivicForce does not share personal information for cross-context behavioral advertising purposes.
California residents have the right to opt out of the sale or sharing of their personal information. To exercise this right, contact privacy@civicforce.io with the subject line "Do Not Sell My Information." We will process your request within the timeframe required by applicable law.

Our Services are not designed for use by individuals under the age of 13. CivicForce does not knowingly collect personal information from children under 13 without verifiable parental consent. If you believe a child under 13 has provided personal information to us, contact privacy@civicforce.io and we will delete that information to the extent required by law.
We may use third-party analytics services to collect and analyze usage information. We use these services to understand how the platform is used and to improve it. Mobile phone numbers provided for SMS consent are excluded from any analytics targeting and will never be shared with analytics providers.
The Services may contain links to third-party websites and services. We are not responsible for the privacy practices of those sites. We encourage you to read the privacy statements of any website that collects your information.
CivicForce may change this Policy from time to time as laws, regulations, and our business evolve. We will post changes to this page. If we make changes that materially alter your privacy rights, we will provide additional notice via email or through the Services.
